Mayoral Career

An editorial clipping in which Ed talks about the strong-mayor position versus the city manager form of government and argues that a city manager cedes too much power to the city council. He argues that more effective government can be achieved through the cooperation of a mayor and a city council who work in conjunction with one another.
During his tenure as mayor from 1964 to 1971, Ed worked towards the alleviation of rural poverty, and the rejuvenation of the small city as the center for a happy, worthwhile, and fulfilling life. The foundation of the Low-Rent City Housing and the TRI-CAP programs represent a few of his many policies and attempts to help the rural poor and re-energize the rural economy.
